eHealth of Finland - Check point 2006
A comprehensive survey on the implementation and the use of ICT in the Finnish health sector has been conducted for the first time in 2003. The current 2005 survey was web based and consisted of a questionnaire similar to that having been used in 2003. The questionnaire included: the identification of the responding organisation and the respondent; questions about the adaptation of electronic patient record systems; systems or applications to transfer/exchange patient information between organisations during care processes and the standards in use for the transfer of patient information; methods of authentication, identification, and informed consent of patients; the usage of different eEducation methods for staff education; the types of human and material resources needed; systems supporting quality control and service delivery; and the adaptation of different eServices for patients. The survey shows that 96% of all primary care health care centres, 20 of the 21 existing hospital districts, and 89% of the private sector service providers used an electronic patient record for narrative texts with high rates of utilisation. 16 out of 21 hospital districts and 45 % among the primary care health care centres used an eReferral and eDischarge letter system for communication between the EPR systems. Teleradiology was performed in 18 of 21 hospital districts and 29% of the primary health care centres. Picture archiving and Communication Systems (PACS) were either in production phase (in 15 of 21 hospital districts) or in the launch phase (in 6 out of 21 hospital districts). The telematic exchange of laboratory data is used in 19 hospital districts and 65% of the primary care health care centres. 90 to 100% of the personnel reading or documenting patient data have basic computer skills.
