Evaluation of the National Electronic Prescribing Pilot II
The assessment of the Finnish National Electronic Prescribing pilot was co-financed by the Ministry of Health and Social Affairs and the National Research and Development Centre for Welfare and Health. Two main tasks were set for the evaluation: 1) to collect practical information for steering the decision-making process in the pilot, and 2) to assess the functionality and impacts of the pilot system from the point of view of workers, clients, cost benefits and a normative framework. The aim was to produce reliable data in order to steer the preparation of permanent legislation on electronic prescribing. The results show that the system meets most of the technical objectives set for the piloting. It tested the feasibility of technical solutions selected for the electronic prescription programmes. The piloting also proved that if it is adopted into wide use the system can deliver some functional benefits, especially a reduction of fraud and a rationalisation of work in pharmacies.
